Information and Communication Technology Manager
Location: Nairobi, with frequent travel to other Counties
Overall Purpose
The ICT Manager will report to the Finance and Administration Director and be a part of the IT Team coordinating all activities related to the following: System Administration, Network management and other IT Services, Hardware maintenance, Electronic equipments and facilities, ERP Management.
Key Responsibilities
  • To maintain the LAN and systems in “state of the art” condition
  • To monitor the state of the network and general network throughput
  • To take care of installation of ERP modules and provide access to the different users in different modules
  • To take ownership and responsibility of all technical, planning, operational and security issues concerning the LAN and systems
  • Maintenance of servers, workstations, network cabling and network hardware
  • To use light programming skills (usually scripting, which involves writing programs to automate tasks).

Requirements

Overall Job Function:
Reporting to the Finance and Administration Manager and the Logistics Manager, Nairobi, the Logistics Administrative Officer is responsible for the planning and supervision of all ICAP vehicles in the region and the logistics and distribution of field supplies.
Duties and Responsibilities
  • Plan, implement and supervise general administration, the procurement process including areas of asset management, property maintenance, general supply chain and functioning.
  • Plan, implement and coordinate logistics, procurement (goods & services) whilst conforming to both donor and government regulations and guidelines.
  • Liaise with the Logistics Manager and Program Director on all issues related to procurement and logistics, and ensure transparency and accountability in all activities.
  • Ensure proper storage, tracking and distribution of all field supplies received in the Kisumu office in compliance to the laid down internal and ICAP SOPs.
  • Facilitate timely, consolidated and well coordinated monthly transport schedules for the program team.
  • Act as the focal point person for the maintenance and repairs of assets and other administrative infrastructural systems, liaising with the appropriate staff to arrange quality repairs of reported malfunctions in a timely and expeditious manner.
  • Oversee the fleet management system ensuring proper documentation, vehicle insurance, logbooks and contract renewals, fuel consumption analysis, and ensuring protocols are observed at all times.
  • Ensure that all permanent, temporary and hired drivers are authorized to drive ICAP vehicles. Ensure that the HR Manager has copies of their ID, Valid Driving license and Certificate of good conduct.
  • Conduct Orientation on new drivers, new employees on vehicle usage as per the internal and the ICAP SOPs.

3. VMMC Surgeon

The VMMC will be responsible for screening, performing and post op management of VMMC.

  • Perform screening and medical evaluation of clients in readiness for VMMC
  • Provide VMMC to eligible clients as per national guidelines
  • Perform post-operative reviews for circumcised clients, including managing any complications and referral as appropriate

Requirements:
  • Diploma in Clinical Medicine or KRCHN

4. VMMC Assistant Surgeon

The Assistant Surgeon will work as one of the team members on the VMMC team to provide quality VMMC services on a daily basis to ensure the safety of the patient at all times.

S/he will report to the VMMC Surgeon.

Duties and responsibilities:

  • Assist in the screening of clients and post-operative care
  • Assist surgeon in VMMC
  • Ensure client safety, privacy, infection prevention and other aspects of quality of care

  • Coordinate reporting of program data through standardized reporting tools
  • Participate in data collection and reporting to DHIS and donors
  • Check the quality of data submitted for completeness, consistency and correctness and make follow-up as required

  • Support site staff to record and manage accurate data

  • Perform  demand creation activities for VMMC in assigned district
  • Refer clients for VMMC from community to facility
  • Coordinate Peer Educators’ activities related to VMMC promotion and referral
  • Work with MoH and other stakeholders on mobilization for VMMC
  • Represent ICAP at district  VMMC mobilisation meetings

9. VMMC Counselor
VMMC Counselor will be responsible for counseling of VMMC clients on the VMMC procedure and oversee consent prior to undergoing surgery and address any post-operative counseling issues.
Sh/e is also responsible for HIV counseling and testing of VMMC clients.
S/he will report to the VMMC Surgeon Team Leader.
 
Duties and responsibilities:
  • Counsel and register all prospective VMMC clients on the procedure and other key messages as per national guidelines
  • Ensure all prospective VMMC clients receive HIV counseling and HIV testing to those who accept
  • Assist with document of client information and compilation of project data
Requirements:

The Grants Accountant has overall responsibility for the implementation and improvement of the grants management component of the ICAP program, which is designed to provide financial and technical assistance to the host country’s health systems with the aim of improving infrastructure necessary to support HIV Care and Treatment programs.
 
Key Responsibilities:
  • To reconcile cash and bank accounts
  • To maintain accurate bookkeeping records
  • To prepare and enter transactions into paper-based and computer accounting systems
  • To validate invoices and ensure timely and accurate payment of those expenses
  • To oversee petty cash management, including a daily physical cash count and reconciliation and accountability of any unexplained discrepancies
  • To monitor and ensure timely clearance of travel advances
  • To oversee payroll preparation on a monthly basis, including social insurance and professional tax payments and records
  • To provide technical assistance to subcontracted site partners on invoice preparation, reconciliation of subcontract funds, and documentation of subcontract expenses
  • To work in collaboration with country office staff in oversight of subcontracts and of personnel related work expenses
  • To ensure adherence to ICAP policies and procedures and donor financial management requirements
  • To perform other duties as assigned
Requirements:
  • Bachelor’s degree or equivalent in accounting, economics, or finance
  • Professional accounting qualifications CPA III, ACCA
  • 5+ years relevant experience
  • Strong supervisory and management skills
  • Computer literacy in Word and Excel
Preferred Qualifications:
  • Computer literacy in Quick books and other accounting packages
  • Facility for team-oriented work while maintaining a strong sense of independent initiative
  • Knowledge of working with USG funded projects
  • Experience working in NGO setting
  • Excellent verbal and written communication skills
2. Training Coordinator
Location: Kisumu with travel to ICAP sites in Nyanza
Overall Job Function:
To oversee all aspects of the planning, logistics and implementation of trainings at ICAP
 
Key Responsibilities:
  • To organize and plan technical aspects of training
  • To oversee the logistic aspects of training
  • To oversee the printing of training material
  • To organize facilitators for training
  • To act as the coordinator at the trainings
  • To oversee the welfare of trainees
  • To follow up implementation of work plans developed during trainings
  • To coordinate e-learning sessions at centres of excellence
Minimum Qualifications
  • Bachelor’s degree in Education, Social Science or health related field and at least two years experience in training area.

Key Responsibilities:

Overall Job Function
Reporting to the Country Director, ICAP Kenya, the Director of Strategic Information and Research will direct and coordinate all routine monitoring and evaluation (M&E) and research activities within ICAP Kenya.
 
Key Responsibilities:
  • Overall coordination of ICAP-Kenya routine M&E activities across programmatic areas, including HIV care and treatment, PMTCT, TB/HIV, counseling and testing programs, palliative care, cervical cancer, prevention in care and treatment settings, and adherence support. This includes strengthening paper-based and electronic M&E tools at all levels (facility, district, and national), developing and implementing data management and quality assurance procedures at all levels, ensuring timely and efficient flow of data from facility to regional office to central office and to the ICAP/CU-New York SI Unit, and strengthening data analysis and regular feedback to the technical and leadership team and the ICAP regional teams and sites.
  • Provide technical direction for and supervise the SI team in the Nairobi office, and co-supervise SI staff at regional office to implement routine M&E activities, which will include developing and revising M&E plan(s) and staff workplans, and ensuring adequate allocation of resources for facilities and regional offices.
  • Lead efforts to build capacity of provincial, district, and facility teams to improve national M&E systems including the national DHIS, using data for program improvement and timeliness of reporting.
  • Oversee adaptation and implementation of DHIS as ICAP’s internal aggregate database. This includes ensuring all M&E staff are trained to use the system; overseeing database customization, data entry, quality assurance and development of useful outputs from the database including charts, graphs and pivot tables.
  • Ensure all ICAP reporting obligations are fulfilled, including the generation of semi-annual and annual progress reports, training reports and other reports as assigned.
  • Generate and track ICAP-Kenya targets for facilities and regions.
  • Perform data analysis and presentation for presentations and reports and coordinate the writing of abstracts and scientific papers
  • Manage all ICAP research activities including developing concept sheets and proposals for new research projects, developing protocols and data collection instruments; project tracking; hiring and training of research staff including study coordinators, interviewers, and data entry clerks; obtaining CU, local and other ethical approvals; developing analysis plans, and as appropriate, conducting analyses and drafting publications
  • Routine communications with key stakeholders, such as Ministries of Health, CDC, USAID and other implementing partners on M&E related issues.
  • Represent ICAP/CU-Kenya in national and international for meetings related to monitoring and evaluation
Education:
  • Masters level degree in public health, (epidemiology, biostatistics, health services, maternal and child health) or any other relevant social science required (PhD/MD preferred).
Experience, Skills & Minimum Required Qualifications:
  • At least 5 years professional experience planning, evaluating and implementing health programs, HIV program and research activities.
  • Program development, project management and research experience.
  • Field-oriented and comfortable with a team approach to program implementation and able to manage multiple major activities simultaneously.
  • High-level computer skills, including ability to rapidly process and analyze data using MS Excel and statistical packages
  • Leadership and management skills
  • Proven communication and negotiation skills
Preferred Qualifications:
  • Medical degree an advantage
