Reporting to: Programme Manager Kenya
 
Based: Nairobi with approx. 40% travel to field locations in Kenya
 
Duration: 4 years
The Life & Peace Institute (LPI) is an international and ecumenical centre that supports and promotes nonviolent approaches to conflict transformation through a combination of research and action that entails the strengthening of existing local capacities and enhancing the preconditions for building peace.
LPI’s work in Kenya focuses on enhancing the resilience of communities to engage with conflict in nonviolent and constructive ways, so that sustainable arrangements for the management of resources are developed and enforced, and at the same time synergies between local and national efforts are created so that the pattern of neglect from central power is interrupted and more attention and resources are devoted to the targeted area, and the current conflicts in the area targeted by the programme can be transformed.
 
Purpose of the Position:You are responsible for the monitoring and evaluation of the Kenya Programme and of all projects contracted to Partner Organisations in Kenya.
 
Description your tasks and responsibilities:
1. You support programme and project design, including applications to donors. In particular, you are in charge of developing project assumptions, writing chains of results, log frames and detailing how the monitoring & evaluation will be done.
2. You keep track of the expected results of the Kenya programme – by monitoring progress towards expected results through data collection on an annual basis and more regularly through observation – and you inform the Programme Manager Kenya (PMK) through reports so that she can make decisions to adjust and maximise the effectiveness of the programme.
3. You lead contingency planning by: identifying critical assumptions in programme and projects; assigning probabilities of being right about the assumptions and ranking their importance; tracking and monitoring the programme and projects; setting the ‘triggers’ that will activate the contingency plan; and specifying alternative response options.
4. You provide the PMK and other LPI staff with information that is timely, relevant, easy-to use and cost-effective – the information they need to make timely and well-informed strategic and operational decisions.
5. You train partner organisations on all aspects of Monitoring & Evaluation (M&E), this means that you design training packages and deliver them. In doing so, you ensure that the capacity lies in the institution and not only in persons, so that staff rotation will not impair the partner organisation’s capacity to do M&E.
6. You accompany partner organisations in monitoring and evaluating the projects contracted by LPI, in order to build their capacity and, at the same time, ensure the quality of the monitoring processes and reports produced.
7. You participate in LPI’s overall development of the PME&L toolkit.
8. You support the implementation of the Kenya Programme, based on need and as assigned by the PMK.
9. You build and maintain good relations with LPI’s partner organisations.
10. You execute other tasks assigned by the PMK.
Your line manager is the Programme Manager, Kenya.
You need to maintain work relationships with all LPI staff in Nairobi, the Partner Organisations in Kenya, the PMEL advisor in Uppsala and third parties as needed.
 
Skills and qualifications required:
  • Professional experience (beyond academic course work) in project management, monitoring & evaluation of peace building and/or development work.
  • Experience in the design and implementation of quantitative and qualitative research methodologies.
  • University degree in management studies, social studies, education or development studies. Master’s preferred, Bachelor with relevant skills and experience (5+ years) may be considered.
  • Strong reporting skills in English language.
  • Fluency in Swahili language is a requirement.
  • Balanced, mature personality with developed diplomatic skills, able to cope with working in stressful environments.
  • Eager and flexible mind, willing to acquire new skills on the job.
  • The candidate does not require a work permit to work in Kenya.

The Public Service Commission of Kenya (PSCK) invites expressions of interest from eligible individual consultants/firms to provide consulting services on Organization Structure and to propose a Salary Structure for the Commission’s Secretariat.

The tasks to be carried out by the consultant will include:

To

1. Study the functions and powers of the Public Service Commission under Article 234 of the Constitution of Kenya, 2010;

2. Interpret each function in terms of tasks, duties and responsibilities;

3. Undertake a job evaluation;

4. Undertake a workload analysis and determine optimal staffing levels for the Secretariat;

5. Propose an appropriate organizational structure; and

6. Propose an appropriate salary structure taking into account the social, economic, environmental and prevailing job market factors.

The assignment is expected to take at least twelve (12) weeks (3 Months).

Conditions

Interested individual consultants and firms must meet the following requirements:

(a) For individual consultant:

1. At least a Masters degree in a relevant field from a university recognized in Kenya;

2. Good working knowledge of the government and the public sector in Kenya;

3. Proven experience of at least five (5) years in conducting similar assignments; and

4. Provide three letters of reference from major clients.

(b) For consulting firms:

1. Company’s profile, with proven experience in the relevant field;

2. A copy of the Company’s registration certificate;

3. Company’s contact details (address, telephone and fax numbers, e-mail, etc.);

4. Provide three letters of reference from major clients; and

5. List of similar consultancies with major clients.

Interested consultants shall provide information that demonstrates their qualification and experience to perform the services. Such information may include brochures, description
of similar assignments, availability of appropriate skills, e.t.c.

Note:

The consultant will be prequalified in accordance with the procedures set out in the Public Procurement and Disposal Act (PPDA), 2005.

Those who meet the requirements will be informed at a later date in writing when to buy the “request for proposal documents”.
