The National Council for Law Reporting is a state corporation in the Judiciary established under the National Council for Law Reporting Act No. 1 1 of 1 994, with the mandate of monitoring and reporting on the development of Kenya’s jurisprudence through the publication of the Kenya Law Reports; the consolidation, revision and publication of the Laws of Kenya and such other related publications.

The National Council for Law Reporting now invites request for proposals from interested and eligible firms who are specialized in the area of legal publishing, law reporting and law revision, etc, meeting the minimum qualifications as detailed below and who are willing and capable to enter into a contract for Provision of Consultancy Services for Professional Support in Editorial Services; Sales and Marketing; Database Development and Support Services for the Laws of Kenya, the Kenya Law Reports and Related Publications;

Minimum Qualifications

  • A major legal publisher with knowledge and experience (at least five years experience) in the application of state-of-the art legal publishing tools, standards and technologies;
  • Knowledge of and experience in a range of cutting edge online legal publishing technologies, including but not limited to:
  • Extensible Mark-UP Language (XML), Rocket Folio views; MySQL and Document Management Systems;
  • Extensive legislation and case law editing resources available to the Council;
  • Training facilities on offer covering all aspects of legal publishing with experience in delivering training solutions in legal editing and publishing;
  • Experience in publishing the laws and case law ¡n at least two commonwealth countries;
  • A portfolio of legal publications both online and in print to support the Kenyan legal market and complement the Council’s product portfolio.

A complete set of request for proposal documents may be obtained by interested bidders from the offices of the National Council for Law Reporting, during normal working hours, excluding weekends and public holidays upon payment of a non – refundable tender fee of Kshs. 5,000.00 and an official receipt issued thereon or downloaded from our website www.kenyalaw.org/tenders.

Tenderers who download the request for proposal document from the website of the National Council for Law Reporting will be required to pay a reduced non-refundable tender fee of Kshs 2,500.00.

The prices quoted should be net inclusive of all taxes and delivery costs.

The prices must also be expressed in Kenya shillings and shall remain valid for a period of 1 20 days from the closing date of the tender.

Completed request for proposal documents are to be enclosed in plain sealed envelopes, marked with the request for proposal reference number, NCLR-LOK/019/12-13 as indicated above and be deposited in the tender box provided at the offices of the National Council for Law Reporting, Milimani Commercial Courts, 4th Upper Hill Close/off Ngong Road or be addressed and posted to;

Request for proposal documents must be accompanied by a tender Security of Kenya Shillings One Hundred Thousand (100,000) in form of a guarantee from a reputable bank or an insurance company approved by the Public Procurement Oversight Authority.

Request for proposal documents will be opened immediately thereafter in the presence of the tenderers or their representatives who choose to attend at the offices of the National Council for Law Reporting, Milimani Commercial Courts, Ground Floor, 4th Upper Hill Close/off Ngong Road.
