Field Manager – South Central Somalia (Somalia/Somaliland Country Office)
Reports to: Area Representatives for Central
Dimensions: Save the Children works in 4regions in Somalia/Somaliland with a current staff complement of approximately 450 staff and current expenditure of approximately GBP 30 million each year.
Staff directly reporting to theses post: Overall management of national staff: Programme, Finance and Grants, Logistics, Administration, and Security.
Key Areas of Accountability:
Representation and Advocacy
- Represent Save the Children at field offices level, network with INGOs/NGOs, UN agencies and partners. Work closely with the Area Representatives Central Somalia on issues of advocacy and ensure a constant flow of information and updating on the situation in the region
- Identify, establish and maintain close working relationship with key stakeholders with a view of promoting learning and sharing of experiences/information; creating synergy in program planning and implementation; ensuring the principles of ‘do no harm’ and creating a bigger voice on issues of common concern
- Ensure that key stakeholders including partners have clear understanding of Save the Children’s vision, mission, goals and guiding policies and strategies
- Ensure the strict adherence of Hiran team to the basic humanitarian principles at all times: neutrality, impartiality and independence
- Overall responsible and accountable for SC’s programmes in respective field offices and for the planning, implementation and management of programs in accordance with SC’s strategies and policies.
- Working with technical advisers and quality teams where appropriate.
- Contribute to strategy and proposal development within the area and be responsible for the relevancy and coherence of the proposals
- Responsibility for all aspects of programmes from contribution to proposal development, appropriate delivery through to final reporting.
- Ensure that the programmes are appropriately monitored reviewed and evaluated on a continuous basis across CS
- Overall responsible and accountable for SC’s programmes and ensure the planning, implementation and management of programs in accordance with SC’s strategies and policies
- Ensure standardised systems, policies and procedures are in place, well understood by all staff and in line with the country programme system and are implemented in an appropriate manner
- Develop and apply measures of ensuring effective implementation of programs Support the implementation of the Country Annual Plan and support the development of Thematic Programme Plans.
- Ensure that the principles of child safeguarding and ‘do no harm’ are embedded in all programme planning, implementation and reporting and that staff receive regular, up to date training on same. Ensure transparency in targeting beneficiaries, delivery of services and participation of beneficiaries and partners in planning and monitoring of process is reflected in programme delivery.
- Ensure all SCI Management Operating Standards are followed, implemented and maintained
- Ensure all contingency and Emergency preparedness plans are continually updated according to SC operational standards and implemented when appropriate.
- Responsible for all budgets (donors and SC’s own resources) provided to the field programme offices.
- Contribute to monthly variance finance meetings at appropriate levels with team, ensure timely report providing a variance analysis on each budget submitted to Area Representative
- Identify any budget challenges or issues such as over or underspends and propose solutions to line manager as soon as issues are identified. Ensure that these are identified through the monthly variance meetings and immediately addressed.
- Oversee the general application and observance of financial procedures and guidelines set out in SC financial manual and donors’ requirements
- Ensure the grants are managed as per Save the Children’s and donors’ requirement including the quality and timely submission of reports
- Contribute to development of relevant fundraising plan and implementation
- Prepare annual budgets for program, assessing costs and budget/expenditures from projects and asset inventory.
- Prepare, and submit for approval, program budgets and expenditure forecasts based on established phased budgets.
- Responsible for certifying and authorizing disbursements according to SC and donor guidelines.
- Maintain good inter team communications, engender good team dynamics and take suitable action when problem occurs
- Ensure that clear HR policies and guidelines for international and national staff are in place and adhered to. Support all managers in recruitment, induction, placement, promotion, training/development and separation/termination
- Promote a motivating working environment through teamwork approaches and appropriate motivational approaches
- Confirm that all HR actions are consistent with the principles/policies of SC and laws/ regulations of the region or relevant administration
- Performance management of staff: Ensure staff responsibilities are well-defined and understood; performance objectives are set and work plans produced. Regular reviews of job descriptions ensuring they reflect the actual roles. Agree annual performance objectives with staff lined managed, and make sure all managers develop objectives with their staff. Ensure six monthly performance reviews are documented for all staff and ongoing supervisions and support is provided in carrying out their tasks. Take timely and supportive action to respond to staff that do not meeting their performance objectives
- Promote issues of diversity and inclusivity within SC’s actions and programs
- In close collaboration with the Area Representative and the Security Focal point proactively monitor the political, military and security situation at local level actively participate in the analysis and in anticipating the a potential impact on SC’s activities
- In close collaboration with the Area Representative and the Security focal point, ensure a clear security management plan is in place for all areas of operations in the field offices and that this is reviewed regularly.
- In close collaboration with the Area Representative and the security focal point manage any significant security incidents. If this involves a “critical incident” the Area Representatives, Director of Operations – North, Director of Security and Country Director must be informed immediately.
- Identify appropriate partners in the field through whom Save the Children can meet the needs of Children at scale.
- Ensure effective process of developing a Partnership Strategy aimed at not only defining/clarifying SC’s relationship with partners but also contribute to our effort of developing strong partners that could speak out for and address the plight of children in a sustainable manner – building civil society.
- Ensure that all partnerships are fully compliant with the required steps in partnership management. These include; the identification of partners and assessment of their capacity, strong and realistic capacity building workplans, anti terrorist checks on staff and board members, signing of agreements in line with standard templates and providing ongoing monitoring and support
- Ensure that SC’s relationship with partners is grounded on principles of transparency, trust, joint learning and development.
- Oversee that local implementing partners are discharging their responsibilities, live up to stipulations stated in the partnership agreement and take appropriate action
- Ensure that SC partnership approaches and practices comply with SC’s Chid Safeguarding Policy and where possible promotes effective child participation of children.

- A degree in an area of social development or equivalent.
- Recommended a minimum of 5 years management experience in a relevant programme in emergency
- Strong knowledge of donors guidelines and in particular ECHO and DFID
- Highly developed interpersonal and communication skills including influencing, negotiation and coaching
- Highly developed cultural awareness and ability to work well in an international environment with people from diverse backgrounds and cultures
- Strong results orientation, with the ability to challenge existing mind sets
- Experience of solving complex issues through analysis, definition of a clear way forward and ensuring buy in
- Ability to present complex information in a succinct and compelling manner
- Ability and willingness to dramatically change work practices and hours, and work with incoming surge teams, in the event of emergencies
- Fluency in Somali language Desirable
- Fluency in English, both verbal and written, preferred
- Strong knowledge of Word and Excel
