TORs for Conducting a Market Analysis for RATN Training and Capacity Development Courses
The RATN was established in 1997 as a project funded by the Canadian International Development Agency (CIDA). RATN’s status changed from being a project into a registered international NGO in April 2003 with a secretariat based in Nairobi, Kenya.
RATN works closely with 35 Member Institutions (MIs) where it strengthens their capacity and fosters a platform for information exchange and experiential learning.
The membership is spread across eleven countries in Eastern and Southern Africa (ESA) region namely; Kenya, Uganda, Tanzania, Zambia, Zimbabwe, Malawi, Rwanda, Botswana, Lesotho, Swaziland and South Africa.
Based on emerging issues in HIV prevention and with the changing levels of funding necessary to achieve desired outcomes within HIV prevention care and treatment, RATN seeks to undertake a comprehensive market analysis of its courses delivered through its MIs within the eastern and Southern Africa region.
Through the exercise, RATN shall examine the existing demand and potential market for its courses; determine the cost-effectiveness and cost- benefit of RATN courses in the region through a comparative analysis of the benefits versus costs tagged to the courses; to help devise strategies for increasing the uptake of RATN courses.
Through the same exercise, identify the least and cost effective methods to deliver RATN collaborative course yet obtaining a maximum level of results based on the current economic situation in the ESA region.
Purpose of the RATN Course Market Analysis
The main purpose of this exercise is to improve the quality, delivery, cost-effectiveness and uptake of RATN – MI collaborative courses within Eastern and Southern Africa region based on the current economic trends.
The main objectives of the exercise will be to;
- Examine the existing demand and potential market for its courses within Eastern and Southern Africa
- Determine the cost-effectiveness and cost- benefit of RATN courses in the region through a comparative analysis of the benefits versus costs tagged to the courses;
- Devise marketing strategies for increasing the uptake of RATN courses
- Develop course pricing guidelines for RATN MIs based on the current market conditions and share findings of the exercise
Statement of Work
Task 1: Develop an inception report for MIs
The consultant will develop an inception report based on their understanding of the Terms of Reference.
Task 2: Examine the existing demand and potential market for its courses within Eastern and Southern Africa
The consultant will be expected to assess the existing RATN Member Institutions (MI) marketing and pricing policies for RATN courses. S/he will review the current structure and implementation process of RATN courses in the Eastern and Southern Africa region.
S/He will be expected to identify factors that influence the demand and potential market for RATN courses using a variety of approaches. The consultant shall also identify where RATN Courses, their delivery and marketing, needs to change in order to meet identified customer needs.
In concluding this phase the consultant will be expected to provide guidelines that may assist the RATN – MIs in developing marketing and delivery strategies in response to the identified market needs for their training courses.
Task 3: Determine the cost-effectiveness and cost- benefit of RATN courses in the region through a comparative analysis of the benefits versus costs tagged to the courses;
The consultant will review the cost effectiveness of RATN courses and make recommendations to guide MIs in pricing their courses.
This process will also lead to the development of an RATN pricing policy. The consultant will utilise a mix of techniques to conduct a pricing and cost analysis of RATN courses based in the region in comparison with other related courses in the region. This should also include conducting a cost benefit analysis.
Task 4: Devise marketing strategies for increasing the uptake of RATN courses
The consultant will provide a recommended list of new marketing approaches RATN MIs could use to market their courses and suggested pricing for all RATN courses based on the findings that are reasonable enough in yielding a maximum level of results based on the current economic situation in the ESA region.
Task 5: Develop course pricing guidelines for RATN MIs based on the current market conditions and the findings of the exercise
The consultant will be expected to develop course pricing guidelines based on the current market conditions and the findings of this exercise. S/he will have to present the draft RATN pricing policy to RATN for approval and orient the RATN secretariat technical team on key aspects of the RATN pricing policy.
Task 6: Prepare a consultancy report with the following elements;
- Methodology and overview of activities
- Key findings
- Prior work with training and capacity building activities in an African context
- Background and experience or training in Business development, Program management and administration in the area of HIV
- Experience in developing training curricula for adult learning and program management courses
- 5 years relevant work experience in the related field of study
- University post graduate degree in Business Administration, Education, Project planning, or a related field (advanced degree strongly preferred)
- Experience with project impact evaluation
- Fluency in English
- Ability to produce rapid results in a field context
RATN – Contractor Relationship
- The consultant will report to the Program Manager, Training and Capacity development.
Period of Performance
This scope of work will require a 15 day level of effort by an appropriately qualified consultant and is expected to commence 1st September 2012.
