Under the authority and responsibility of the Officer-in-Charge (O-i-C) FAO Somalia, the technical guidance of the Land and Water Division (NRL) as the Lead Technical Unit (LTU) and the associated Project Task Force (PTF), and in full consultation with the FAO-SWALIM steering committee, the Chief Technical Adviser of the FAO-SWALIM will manage the FAO-SWALIM project. In particular, will:

be responsible for the management, administration, implementation and external communication of the FAO-SWALIM project, and ensure that FAO procedures and UNDSS MOSS regulations are followed throughout; prepare, implement and regularly report on detailed annual work plans and budgets using a log-frame approach, including targets to be met, and resources to be allocated; ensure that the highest possible technical standard is achieved in the delivery of project results and the provision of technical assistance and appropriately targeted advice to Somali authorities, international agencies, and associated project partners; supervise and manage project staff, including the recruitment and training of new staff both in Kenya and Somalia; work in close consultation with FAO Somalia programme and sector managers including its Food Security and Nutrition Analysis Unit (FSNAU) to assure optimal strategic, programmatic, operational and resource coordination; in conjunction with donors and the steering committee, consult with Somali authorities, international agencies and other stakeholders to further develop the strategic direction of the SWALIM programme including options for co-funding, extension of FAO-SWALIM mandate/activities, etc.; oversee the timely release of documents, reports, briefs and other releases, as well as for web content and relationships with the media, resource partners and stakeholders; develop and implement a road map for the maximum possible transfer of all SWALIM activities and information/data bases into the three regional SWALIM offices in Somaliland, Puntland and South-Central Somalia with only a minimum high level support from the FAO-Somalia Headquarters (in Nairobi or Mogadishu); perform other related duties as required.

MINIMUM REQUIREMENTS Candidates should meet the following:

Advanced university degree in water and/or land resources Ten years of relevant experience at international level in field operations in the agricultural sector, with particular emphasis on Water and Land Information Management, including some experience in project information management. Working knowledge (level C) of English and limited knowledge of another working language of the Organization.

SELECTION CRITERIA Candidates will be assessed against the following:

Relevance of academic qualifications; Extent of relevant experience in functions related to water and land information management in the context of complex emergencies operations; Knowledge of UN field project operations and rules and regulations Demonstrated leadership, managerial, supervisory and inter-personal skills Demonstrated analytical and communication skills Demonstrated ability to work in difficult environments and under pressure to tight timelines Familiarity with the geographical region.
