1. Executive Secretary
The Executive Secretary will provide leadership and direction as well as co-ordinate activities in line with the EACO constitution.
Key Responsibilities
- Act as the Secretary to EACO Executive Committee
- Conduct and execute EACO business operations on a day-to-day basis
- Develop and implement a strategic plan and manage all EACO programmes and projects
- Convene, in consultation with the chairpersons, meetings of the various assemblies and maintain records of those meetings
- Develop necessary information and position papers to be discussed by the various EACO institutions
- Provide strategic and technical facilitation as well as administrative and logistical support to the meetings of the EACO Assemblies
- Establish an information database and documentation for the ICT industry and disseminating such information to the membership as may be necessary
- Carry out the general and financial administration of EACO, including preparation and implementation of operational and financial plans and budgets, keeping proper books of accounts and ensure annual auditing of those accounts
- Represent and promote EACO regionally and internationally
- Maintain and safekeep all official documents records and assets; and
- Such other activities as the Congress may from time to time determine.
- Minimum of Bachelor’s degree 4n any of the following: Business Management/Administration, ICT, Law, Economics or Engineering. A Master’s degree will be an added advantage.
- Seven (7) years working experience, five (5) years of which must be in senior management position in the ICT sector in East Africa
- Strong financial management skills
- Knowledge and experience in legal and regulatory issues within the region
- Regional exposure shall be an added advantage

The Liaison Manager, Regulatory Assembly, will report directly to the Executive Secretary.
- Co-ordinate the work of the Regulatory Assembly
- Carry out research on regulatory practices for the region
- Spearhead the harmonization of regulatory activities
- Collate inter-operator conflicts within the region and report to the Assembly
- Follow up on implementation of the Regulatory Assembly resolutions
- Act as the secretary to the Regulatory Assembly
- Minimum of Bachelor’s degree in any of the following: Business Management/Administration, ICT, Law, Communications, Economics or Engineering.
- A Master’s degree will be an added advantage.
- At least five (5) years working experience in the ICT Regulatory environment

The Liaison Manager, ICT Assembly, will report directly to the Executive Secretary. The appointment will be on a three (3) year contract renewable once subject to performance.
Key Responsibilities
- Promote, co-ordinate and harmonize the implementation of EACO ICT resolutions
- Co-ordinate the activities of the ICT Assembly
- Carry out research on the ICT field including telecommunications, broadcasting and postal sectors
- Co-ordinate preparation of relevant working committee papers
- Spearhead harmonization of ICT Assembly resolutions
- Minimum of Bachelor’s degree in either; Electronic/Telecommunication Engineering, or Information Technology.
- At least five (5) years experience in the ICT sector

The Liaison Manager, Human Resources and Administration, will report directly to the Executive Secretary.
Key Responsibilities
- Co-ordinate the work of the Human Resources Development and Tracking (HRDT) Working committee
- Act as the secretary to the HRDT Working Committee
- Carry out research on Human Capital development in the ICT sector
- Spearhead harmonization of HRD activities
- Co-ordinate preparation of HRD Papers
- Prepare the EACO budget
- Manage the operations of the administration work of the Secretariat
- Promote capacity building within EACO member countries
- Minimum of Bachelor’s degree in Human Resources or Business Management/Administration. A relevant Master’s degree will be an added advantage.
- At least five (5) years experience in the fields of Management and Finance
- Demonstrated exposure in the ICT Sector will be an added advantage
